A comprehensive sign tells you that a complete set of regulations applies on the road ahead, not just one rule.
Residential area (woonerf). Access is permitted, but you may not drive through the area without stopping to break your journey. The speed limit is 30 km/h. Pedestrians have right of way everywhere. Vehicles heavier than 3 500 kg or with more than 10 passenger seats may not enter except for local access to load or offload goods.
Dual-carriageway freeway begins. Freeway rules apply: hand signals are not allowed except in an emergency; if you are in the far right lane and a driver behind wants to overtake, move left when safe and do not accelerate while being overtaken; stopping is prohibited except to comply with a traffic officer or sign, in an emergency, or in a designated stopping area. Learner drivers may use a freeway if accompanied by a properly licensed driver.
Single-carriageway freeway begins. The same rules, plus the list of users who may not be on a freeway: pedestrians, animal-drawn vehicles, animals (unless in a reserved area where they cannot stray onto the roadway), pedal cycles, motorcycles of 50 cc or less, motor tricycles and quad bikes, vehicles of 230 kg or less adapted for disabled people, electric motorcycles, and tractors unless busy with freeway maintenance.
Each comprehensive sign has an end version with a red cross: the residential-area rules or the freeway rules no longer apply from that point.
